PATNA: Rural development department secretary Amrit Lal Meena said on Thursday that people who find the details about their profiles wrong or someone else listed in the caste category he/she does not belong to in the ongoing socio-economic and caste census (SECC) can visit their respective district headquarters to get the anomaly rectified. It has been detected that some people enlist themselves in the caste category lower in hierarchy for reaping the benefits accruing from government’s welfare schemes, he said.

The SECC operations are nearing completion. The department will advertise the completion of SECC roll and upload it on its official website, he said.
The SECC is enumerating the caste and other details of the people, apart from identifying the families below poverty line (BPL). The identification and enumeration of the BPL families is being conducted in the state, as several anomalies have crept into the list of BPL families identified in 2002.

“Socio-economic and caste census has been fast-tracked in the state after the Centre clarified some of the objections that the state government had raised,” said Meena.

Mahatma Gandhi National Rural Employment Guarantee Act ( MNREGA) commissioner Mihir Kumar Singh said the draft roll of the SECC would be available at the district headquarters after the exercise is completed.

“The people concerned should point to discrepancies regarding their enumeration. It is very important. If the errors and discrepancies are not rectified, the person concerned might lose the benefits of various schemes, because the SECC would also identify the socio-economic status of the enumerated people,” Meena added.

Significantly, the caste census is being conducted in the country after 1931. Otherwise, during the general Census operations, only the religious groups, scheduled castes (SCs) and scheduled tribes (STs), as well as linguistic identities are enumerated. The last comprehensive linguistic survey of the country was done under the direction of George A Grierson between 1894 and 1928, covering 364 languages and dialects, including Maithili, Bhojpuri, Magahi, Angika and Vajjika languages in Bihar.

Meena said the SECC exercise in Arwal, Jehanabad, Kishanganj, Sheikhpura and Sheohar districts has been completed and their draft roll would also be ready soon for the people to visit for the rectification of errors and anomalies. Further, according to him, in 30 other districts, the SECC work was at an advanced stage, ranging from 90% to 99%.
